COL -2010 (Resolutions & Enactments)
The Council On Legislation 2010 (COL 2010) considered a total of 219 proposals over five full days from April 26 to April 30, 2010. Only 46 Enactments and 19 Resolutions were adopted by the Council.

The following is a brief outline of the important changes:

Club Administration

Resolution 10-01
Resolved that the Board of Directors of Rotary International consider encouraging clubs to create a training and leadership committee in addition to the standing committees recommended by the Club Leadership Plan.

Enactment 10-06
This amends RI Bylaws and Standard Rotary constitution to provide for e-clubs, which are clubs that meet through electronic communications. E-clubs would hold a regular meeting once each week by posting an interactive activity on the club’s Web site. A Rotarian would be counted as attending an e-club meeting if he or she participates in the interactive activity during the week it was posted.
The Board shall assign each e-club to a District. There shall be no more than two e-clubs in a District.

Enactment 10-11
This Enactment amends the Standard Rotary Club Constitution to provide that the immediate past president would be a club officer and a member of the club board of directors.

Enactment 10- 21
Excused Absences.
This amends the Standard Rotary club constitution to provide that absences excused by a club board for good and sufficient reasons would not extend beyond twelve months.

Enactment 10-23
Excused Absences.
Currently, the Standard Rotary Club Constitution provides that a member’s absence shall be excused if the member’s years of age and years of membership in one or more clubs is 85 or more. This amends the Standard Rotary Club Constitution to additionally require that the member be 65 years of age or older. However, club members excused under this provision would not be eligible to serve as a club officer or director.
